Torrential rains in New York and New Jersey on Monday night brought flash flooding that killed two people and led New Jersey Governor Phil Murphy to declare a state of emergency. Officials had to perform rescues after flooding left drivers stranded as their vehicles rose in the waters.

The storm hit just 11 days after a violent thunderstorm with strong winds killed three people and knocked down trees and power throughout Central Jersey, including parts of the same towns that suffered flooding on Monday. Some of those towns were still cleaning up from the July 3 storm when the new storm hit.
