A federal judge in Maryland may soon become the second to block President Donald Trump’s order restricting birthright citizenship from taking effect nationwide.

A Maryland federal judge issued an “indicative ruling” signaling she’d grant a class-wide preliminary injunction if her court later has the proper jurisdiction over a case concerning President Trump’s executive order seeking to end birthright citizenship for some people.

Plaintiffs challenging the order used a class-action lawsuit to get around the Supreme Court’s ruling banning nationwide injunctions.
