Kerr County had discussed buying such things as water gauges and sirens after previous flood disasters. But as with many rural Texas counties, cost was an issue.

The very qualities that draw people to the beautiful Texas Hill Country — rolling terrain, limestone formations and lazy rivers — also make the area deadly during heavy rainstorms.

Flooding has been at the top of Texans’ minds this week, but this is not the first time that the need for flood-related measures has come up among local officials.

Experts suggested that more data and education are needed as Texas and the rest of the country build in known flood plains.
